HOUSING PROVIDER  (MIDLANDS)


whg is a major housing provider in the West Midlands, responsible for over 1.5 million square metres of managed landscape across 650+ estates. As the organisation prepared to reprocure its long-term grounds maintenance contract, it saw an opportunity to improve service quality, strengthen environmental outcomes, and deliver greater value across its neighbourhoods.


The Green Partnership was appointed to support the process from end to end, contributing to the design, evaluation, and administration of a new contract approach. The project involved close collaboration with whg’s procurement, sustainability, neighborhood services, and communities teams to ensure the new service model reflected both organisational priorities and estate-level needs.


Our support included:


  • Developing a bespoke specification based on site needs, resident feedback, greater sustainability, and nature recovery priorities
     
  • Creating a commercial model to support fair pricing, contract flexibility, and performance-based delivery
     
  • Drafting tender questions designed to test supplier understanding, capability, and commitment to social and environmental outcomes
     
  • Reviewing contract terms and evaluation criteria to support a more robust and enforceable process


  • Updating whg’s Neighbourhood Standards guidance to provide clear, practical expectations of service delivery
     
  • Providing indicative budget modelling to help assess the financial impact of service changes
     
  • Supporting moderation and evaluation, ensuring consistent, transparent assessment of supplier responses
     

The resulting contract provides a stronger foundation for high-quality grounds maintenance and improved outcomes for people, planet and nature. It also reflects whg’s wider commitment to place quality, climate resilience, and long-term stewardship of its neighbourhoods.
